There hasn’t been a use for that attack yet, so it is very possible that this is finally its time! I’ll just need to play through the start of the stage again to get to try the battle again and we’ll see! (I can’t believe I had the patience as a kid to finish Mega Man 3)

The weak spot could be the one glowing scale he reveals right after stomping twice and spinning three times. Have you considered that?
